By 1910 the Government of Venezuela held three hospitals for lepers in their territory, two in the state of Zulia (National Lazareto “Maracaibo” and National Leprosy “Island Providencia”) And in the Federal District (National Leprosy “Cape Blanco”).

In order to avoid proliferation prophylaxis of the disease through the manipulation of money, the National Executive created a special series of coins that only have value within the designated leprosy.

Article 13 of the Rules of the National Leprosarium in 1939, notes that the leper other currency but not flow sheets submitted by the Ministry of Health and Welfare.
